- Bring a pot of salted water to a boil and cook the elbow macaroni according to package instructions until al dente. Drain and set aside.
- In a medium saucepan, melt the unsalted butter over medium heat, ensuring it doesn't brown.
- Sprinkle the flour over the melted butter and whisk continuously for about 1 minute.
- Slowly pour in the milk, whisking constantly until the mixture thickens, about 5-7 minutes.
- Stir in the shredded sharp cheddar and mozzarella cheese, mixing until fully melted and smooth.
- Add garlic powder, onion powder, salt, and pepper to the cheese sauce, stirring well.
- Gently fold the cooked macaroni into the cheese sauce until well-coated.
- Transfer the mixture to a greased baking dish and bake at 350°F (175°C) for 20 minutes.
