Method
 

  1. Preheat your oven to 350°F (175°C).
  2. Mix the dry ingredients in a large bowl: flour, cocoa powder, sugar, baking powder, baking soda, and salt.
  3. Combine the wet ingredients in a separate bowl: milk, melted butter, egg, and vanilla extract.
  4. Incorporate the wet ingredients into the dry mix. Gently stir until just combined.
  5. Roll out the dough onto a lightly floured surface into a rectangle about ¼ inch thick.
  6. Spread the brown sugar and cinnamon mixture over the dough evenly.
  7. Sprinkle the chocolate chips generously on top of the cinnamon-sugar layer.
  8. Roll the dough tightly from one end to the other and cut into 12 even slices.
  9. Arrange the rolls in a greased baking dish and bake for 20-25 minutes.
  10. Cool the rolls slightly before serving.
